Affirming, promoting, and protecting the rights of every individual served by MCS.

At Multicultural Community Services (MCS), we believe that every person deserves dignity, equality, and respect.

The Human Rights Committee (HRC) exists to ensure that these values are upheld in every aspect of our work. Our mission is to affirm, promote, and protect the human and civil rights of all individuals served, while monitoring and reviewing agency practices in accordance with DDS Regulation 115 CMR 3.09.

Our Human Rights Committee Offers

Independent Oversight

The HRC operates as an independent body appointed under the Massachusetts Department of Developmental Services (DDS) guidelines to ensure fairness and accountability across MCS programs.

Restrictive Procedure Monitoring

Committee members evaluate restraint orders and other restrictive procedures to ensure they meet state standards and are only used when necessary for the safety of individuals.

Policy & Practice Guidance

Through regular feedback and consultation, the HRC advises agency leadership on ways to strengthen policies, improve staff training, and uphold the dignity and civil rights of all individuals supported by MCS.
